THHI Releases Addendum 1 to the 2025 Universal Request For Proposals (RFP) – November 2025 and FY25 HUD Continuum of Care Program Competition in response to HUD’s new FY 2025 CoC Program NOFO

 

 

On Friday, December 19, 2025, around 11:30 PM, HUD released a new FY 2025 HUD CoC Program Competition NOFO, which included the following information:

“The Department of Housing and Urban Development (HUD) is issuing this Notice of Funding Opportunity (NOFO) for the 2025 Fiscal Year for public review. HUD understands this NOFO to be enjoined pursuant to a preliminary injunction entered in State of Washington, et al. v. HUD, No. 1:25-cv-00626-MSM-AEM (District of Rhode Island), and National Alliance to End Homelessness, et al. v. HUD, No. 1:25-cv-00636-MSM-AEM (District of Rhode Island). HUD will not implement or enforce this NOFO pending further court order. HUD will issue further clarification on the status of this or any other future Fiscal Year 2025 NOFO as necessary. HUD will provide further notice as to when the application portal will open.”

 

HUD withdrew the initially released FY 2025 CoC Program Competition NOFO on December 8, 2025. Two lawsuits (referenced above) had been filed in response to HUD’s initially released FY 2025 NOFO, and they were scheduled to go before a judge the day HUD withdrew the initial NOFO. The judge assigned to these lawsuits has continued moving forward with the hearings on this matter, to include allowing HUD to issue a new FY 2025 CoC NOFO. Following a court hearing on December 19, 2025, HUD did issue a new FY 2025 CoC NOFO.

Based on the release of the new FY 2025 CoC Program NOFO, changes to our Local process are necessary to include:

 

1. Changes to HUD Funding Limits and Submission Deadlines in the new FY 2025 CoC NOFO

2. Changes to Critical Dates included in the initial instructions of THHI’s 2025 Universal RFP – November and FY25 HUD Continuum of Care Program Competition

3. Changes in the announcement of project selection for inclusion in the FY 2025 HUD CoC Program application, to include:

  •  New Project Applications

  •  Renewal Project Applications

4. Changes in the breakdown of amounts FL-501 CoC is Eligible to apply for

5. Questions – where to send questions on local process

THHI, as the lead agency and collaborative applicant for the Tampa/Hillsborough County CoC, is responsible for the coordination, completion, and submission of this annual grant in conjunction with all renewal and new project (if applicable) partners.

Universal Request for Proposals – November 2025 and CoC Program Local Competition Process

 

Released: Wednesday, November 26, 2025

In response to the release of HUD’s FY 2025 CoC Program Funding Competition, THHI, as the designated Collaborative Applicant and CoC lead agency, is issuing this Universal Request for Proposals (RFP) – November 2025 for NEW Project Proposals and CoC Renewal Project Performance Scoring Process.

 

It is estimated that FL-501, the Tampa/Hillsborough County Continuum of Care, is eligible to apply, through the FY 2025 CoC Program Funding Competition, for $13,721,606 for new and renewal projects.

 

Only New Project Proposals will be submitted via Neighborly, and only Proposals submitted via Neighborly will be considered for funding.  No paper or emailed Proposals will be accepted, nor will any proposals submitted after the submission due date.

CoC Project Renewal Application Process will NOT be completed via Neighborly.

 

ALL Submissions Due: 8:00 P.M., Sunday, December 14, 2025

 

***If additional funding opportunities become available to THHI following the issuing of this RFP, THHI reserves the right to select an eligible project submitted in response to this RFP without issuing an additional RFP.

 

Therefore, THHI strongly encourages and will accept project proposals for all project types, including those for which the identified available new funding indicated above may not be include under this RFP.***
