In anticipation of several funding opportunities that may become available over the next 12 months for new, currently-funded, or renewal projects, Tampa Hillsborough Homeless Initiative (THHI) is issuing a Request For Proposals (RFP) for known anticipated, new and renewal (CoC and YHDP Only) funding opportunities through the U.S. Department of Housing and Urban Development (HUD), State of Florida (DCF), Hillsborough County, City of Tampa, and /or other funding sources, totaling an estimated $17,857,381.88.

New Project Proposals will be submitted via Neighborly, and only proposals submitted via Neighborly will be considered for funding. No paper or emailed proposals will be accepted, nor will any proposals be submitted after the submission due date.

PRE-PROPOSAL WORKSHOPS (Via Teams)

THHI will host a virtual Pre-Proposal Workshop for Non-Profit Agencies as part of this RFP. The purpose of the Pre-Proposal Workshop is to provide a forum, for potential applicants, to ask questions and provide clarifications of information in the 2026 Universal Request for Proposal.
Attendance at the Pre-Proposal Workshop is not required BUT is highly encouraged, and agencies that attend will receive 4 additional points in the new project scoring process.

Universal Request for Proposals - November 2025 and CoC Program Local Competition Process

In response to the release of HUD's FY 2025 CoC Program Funding Competition, THHI, as the designated Collaborative Applicant and CoC lead agency, is issuing this Universal Request for Proposals (RFP) - November 2025 for NEW Project Proposals and CoC Renewal Project Performance Scoring Process.

It is estimated that FL-501, the Tampa/Hillsborough County Continuum of Care, is eligible to apply through the FY 2025 CoC Program Funding Competition, for $13,721,606 for new and renewal projects.
​
Only New Project Proposals will be submitted via Neighborly, and Only Proposals submitted via Neighborly will be considered for funding. No paper or emailed Proposals will be accepted, nor will any proposals submitted after the submission due date.
​
CoC Project Renewal Application Process will NOT be completed via Neighborly.
​
